Pakistan Civil Nuclear Program was well started in 1956 when Pakistan Atomic Energy Commission was made, it was well before we jump in to race to made Atomic Bomb. It was Munir Ahmed Khan who told then Foreign Minister of Pakistan, Zulfikar Ali Bhutto to his visit to Vienna in 1965 about the Development of Indian nuclear program.
